The cheapest option per link is rarely the cheapest per result. A new domain usually gains more from a spread of relevant referring domains than from one expensive link, while an established site fighting for a competitive keyword often needs the opposite.

Topic relevance. Is the site about your space, and would your buyers read the article the link sits in?

Editorial context. A link in the body of a substantive article (a contextual backlink) beats a footer, sidebar or a page with dozens of unrelated outbound links.
Outbound patterns. If every post on the site links to an unrelated commercial page, Google has likely discounted it already.
Anchor text. Branded and URL anchors look natural. A run of exact-match keyword anchors is a classic link spam footprint.
